the impacts on san francisco could be devastating. until we have more clarity, what congress as a whole might or might not do we will need to remain vigilant about protecting our reserves and the city's financial position. that said i'm encouraged by the reelection of president obama and certainly for the leadership that leader pelosi has given and will continue to give. we will need their leadership as the president must quickly face the challenge of his second term, avoiding this fiscal cliff. in august of 2011 congress passed the budget control act which threatened automatic spending cuts if congress failed to come up with a planned deficit reduction by 2013. these cuts are what we refer to as sequestration. this would mean an across the board cut of between 7% and 10% of all defense and non-defense federal spending irrespective of policy or its impact on everyday people. these cuts would be absolutely devastating to our national and local economies. our -- show that sequestration will reduce federal funding direct to san francisco

this is our 40th anniversary of having a national park in san francisco. so, those strikev lands at the golden gate hills right behind that helicopter there are now part of the golden gate national parks. and that happened 40 years ago when the army decided that those lands were no longer necessary for national defense. so, that strategic entrance to this harbor was the last land that our troops and sailors and marines and soldiers would see if they departed for the pacific theater in world war ii and korea and vietnam, and also the first thing they would see upon returning back to the bay area. so, between the presidio and the head lands, we now have wonderful park lands that have been converted. we call it converting from post to park. repurposing those lands from national defense to environmental defense. and i believe it is probably the most accessful base conversion in the united states. if you haven't been to the presidio, i think you should try and make that. if you're from out of town, it's a spectacular transition there. so, these golden gate nati

we do not have our own helicopters in oakland or san francisco itself, as was already mentioned to, san francisco is very difficult to get to in the case of a major event. it's either going to be getting people in or obviously getting across the bridges and getting material in. while we have the transport ability on the ground we don't have a lot of aircraft capability. most of our facilities wouldn't come in via aircraft anyway. the services we need, it's not typically getting the people, it's getting to the location you need to do the work. while we can drop folks via helicopter, we do that on a pretty regular basis during fires and storms up in the mountains, it's going to be able to get the roads clear and get the bridges open or get access into the location for which we need to get to. in fact, we suffered tlie that in a lot of the big cities just even during commute times if there's a minor emergency getting tlau and we have a relationship with the city here in san francisco where the fire department and the first responders have reached out to us and will help us get there. i can

star child, libertarian party in san francisco. like the representative from the sierra club, our organization was not consulted or notified about this. we would like to be considered a stakeholder included in the conversation. i was struck by, you know, a couple of the staffers who spoke. one of them said the most problematic part of the current situation is the lack of predictability and clarity. but, you know, as a relative layperson here trying to figure out what this legislation does exactly, it's not predictable or clear at all. and i have a general kind of a rule of thumb that i think is a good one which is when you don't understand something, vote no on it. i haven't even seen the legislation. you know, one sentimental aspect of this that i'm curious about, maybe some of you might be able to answer this question, is under current legislation, is there any distinction drawn between the appeals process with regard to someone changing something on their private property versus the government agency changing something or some c
